MoU Strengthens Partnership between PTUK and Ministry of Transport and Communications

Palestine Technical University – Kadoorie and the Ministry of Transport and Communications signed a Memorandum of Understanding to advance their strategic partnership in support of the transport sector, road safety systems, and emerging vehicle technologies, particularly electric and hybrid vehicles. The agreement aligns with the University’s national role as a leading technical institution serving community development and sustainable growth.

The MoU was signed by University President Prof. Hussein Shanak and Minister of Transport and Communications Mohammad Al-Ahmad, in the presence of Eng. Issam Al-Qassem, Secretary of the Board of Trustees, Ministry Undersecretary Mohammad Hamdan, vice presidents, assistants, deans, representatives of the Employees’ Union, members of the academic and administrative staff, student representatives, and a large number of students.

Prof. Shanak emphasized that the agreement reflects the University’s continued commitment to strengthening partnerships with governmental and service institutions and to mobilizing its academic and technical expertise in support of key national sectors. He highlighted the importance of integration between the University and the Ministry in advancing the transport sector, particularly in automotive engineering and technical programs that enhance students’ readiness for the labor market.

He also reviewed the University’s academic programs and branches, with particular reference to the Faculty of Engineering and technical disciplines, noting the University’s progress in international academic rankings and the inclusion of its scientific journal in the Scopus database, reflecting its growing research capacity and academic standing nationally and internationally.

Minister Al-Ahmad expressed appreciation for the University’s role, describing it as a pillar of the Palestinian economy and a competitive national institution. He stressed the Ministry’s commitment to translating the MoU into practical initiatives and development programs that serve both public service objectives and technical advancement.

The agreement outlines multiple areas of cooperation, including the exchange of technical expertise, modernization of theoretical driving examination curricula in line with road safety standards and digital transformation, and the design and implementation of advanced training programs for vehicle inspectors. It also provides for the qualification and accreditation of Ministry staff as certified vehicle inspectors through University-led programs recognized by the Ministry.

Further areas of collaboration include training in the inspection of electric and hybrid vehicles, development of engineering inspection systems and dynamometers, environmental emissions testing, joint applied research in modern inspection systems and road safety, risk management and business continuity planning, and the development of technical and operational risk response strategies to ensure quality and sustainability.

In this context, Minister Al-Ahmad announced the Ministry’s approval of a licensed transportation route serving the University community under the name “University Line,” connecting the central bus station to the main campus. The new route is expected to ease transportation challenges, reduce travel time, and improve services for students and staff.

The Minister and his delegation concluded the visit with a tour of the University’s automotive engineering laboratories, where they reviewed the technical facilities and training infrastructure and received a briefing on practical training mechanisms. The delegation also visited the Student Union Council headquarters, underscoring the importance of collective engagement and student participation in enhancing campus life and institutional development.
