Higher Education Reviews Flipped Scientific Courses Project

Ramallah – The Ministry of Higher Education and Scientific Research, through the National Commission for Accreditation and Quality Assurance AQAC of Higher Education Institutions, organized a two-day meeting to discuss the outcomes of the project titled “Flipped Scientific Courses through Triple Learning Environments 3EEE”, funded by the Erasmus+ National Office.

The project is led by a team from Palestine Technical University – Kadoorie PTUK, in partnership with several Palestinian and European universities. The event was held under the theme: “Launching the Professional Diploma Program in Pedagogical Education for University Lecturers.”

The meeting was attended by Prof. Hussein Shanak, President of PTUK, Dr. Nuha Iter, the project’s director, as well as several university presidents and representatives of higher education institutions.

In his remarks, Minister of Higher Education and Scientific Research, Prof. Amjad Barham, commended the expertise of the participating universities from the West Bank and Gaza, praising their continuous efforts to improve the quality of higher education outcomes and align them with the Ministry’s strategic goals.

He expressed hope that the experience gained through this project would have a positive impact on the development of Palestinian higher education by fostering international collaboration and knowledge exchange. The Minister also addressed the dire situation of education in Gaza, emphasizing the need to exert every possible effort to sustain learning amid the devastating consequences of the ongoing aggression.

Meanwhile, Dr. Moamar Shtayyeh, Head of the AQAC, highlighted the importance of the project in advancing the professional and pedagogical capacities of Palestinian academics, expressing appreciation for the fruitful cooperation with the Erasmus+ Office in improving educational quality.

Dr. Amir Khalil, Director of the Erasmus+ Office in Palestine, expressed his satisfaction with the collaboration with Palestinian universities, noting the project’s role in opening new horizons for future initiatives, linking educational outcomes with labor market needs, and strengthening partnerships with European institutions.

Deputy Minister for Higher Education, Dr. Basri Saleh, emphasized that the implementation of this project comes amid a transformative phase in Palestinian higher education. He noted that pedagogical training represents a key tool for improving the quality of university teaching and enriching the student learning experience.

Assistant Undersecretary for Planning and Development, Dr. Shadi Al-Hilu, summarized the key recommendations of the meeting, which included:
• Adopting and mainstreaming the project’s outcomes at the national level;
• Developing policies to build the capacities of new academic staff in the project’s three core areas;
• Launching additional academic courses under the supervision of AQAC;
• Leveraging international best practices in educational technology and artificial intelligence.

At the opening session, Dr. Nuha Iter from PTUK and Dr. Ghassan Shaheen from Palestine Polytechnic University presented an overview of the project’s objectives, phases, and outcomes. In addition, Eng. Samer Mousa, Director General of Technical Education, delivered a presentation on the Professional Diploma Program in Pedagogical Education for University Lecturers and its integration into the National Quality Framework.
